How to make a userbar on paint.net

first here is what you need

and you need this font -http://www.fontstock.net/5973/Visitor-TT1-BRK.html
you download plugins unzip move to effects folder

C:\Program Files\Paint.NET\Effects

and you will have them

open up paint.net
got to file new 350x19
click ok
paste in you background for userbar or use gradient
resize the background to fit
now we will add text or a picture if pic paste in to new layer if text same thing
now resize it so part you wan't in it is showing
merge that layer
make a new layer call it text
On this new layer, choose the font Visitor TT1 BRK – Colour White, Size 9-12 any inbeetween type you text
now go to effects, object than outline object- set color to black and width to 1 your text is now outlinef
Create a new layer. Call this layer Ellipse. Now we're going to be drawing a white ellipse that covers about a third of the image, like so ellispe and fill slid color it will be red and blue thing create a white elispe
Now reduce the opacity of that layer to anywhere in between 30 and 70, depending on what looks better
create a new layer
Call this layer Lines
Click on the Paint Bucket Tool
Up the top there should be a drop-down list with the word Fill next to it.
Choose Dark Upward Diagonal from that list.
On the Colours Palette, click on 'More'.
Make your Primary Colour Black and your Secondary Colour White – make sure the Transparency-Alpha for Black is set to 0.
Fill in your image – you should have a whole set of white lines along your image.
Set the opacity of the layer to around 20-40, depending on what looks better.
Merge the Ellipse layer with your Background layer, and then merge your Lines layer with your Background layer.
Now go to Effects > Render > Borders N' Shapes. Set the Shape to Rectangle, the Width to 1 and the Pattern to Solid. Your image should have a border around it.
you made a user bar now save it
